ZCMS - NUCXDROP not found?

I run an exec that happens to have a nucxdrop in it and apparently it's n
ot 
found:

   72 *-*   'NUCXDROP NAMEFIND'
      +++ RC(-3) +++

I IPL CMS
z/VM V5.4.0    2008-12-31 13:14

...and the same exec runs fine.  

Anyone know why?   At this point I'm just curious.
