In that case, maybe it is time to report a security bug to the Support
Center. :( 

The description of Write Count, Key, and Data does say that the rest of
the track is erased; however, it does not say how effective the erasure
is. Apparently, not very. I wonder what XRC is doing to be able to see
the rest of the track. The normal CCWs documented in GA32-0099-06 do not
appear to be capable of doing it.

Maybe what is needed is an obliterating write instead of a formatting
write.
