I remember that I had the same problem some years ago. It seems to be a
problem with the negotiation process.
Please test the following.

We added a third tcpip stack on our zvm 5.4 system and are experiencing
a minor problem.
All the TN3270 clients directed to this stack are ending up as line-mode
connections. They are using ATTACHMATE and REFLECTION as their tn3270
clients.
We've looked at our settings and they look identical to our other two
stacks.
Could there be settings in routers/gateways/firewalls that could
interfere with a tn3270 client getting a 3270 connection?
