You have to install the SMAPI infrastructure on each z/VM instance.  If 
you have CIM clients (such as IBM Director), then you also have to have a 
CIM server (part of IBM Director server) on each z/VM instance.

The SMAPI has no awareness that what it is doing on System A is also 
changing things on System B.

You will likely want to enable DirMaint's automatic use of RACF.  SMAPI 
does not issue RACF commands, but assumes that the directory manager will 
take care of any needed ESM definitions and authorizations.  Look for 
USE_RACF = YES in Dirmaint.

And just so you know, there is no "piggybacking" between z/OS and z/VM 
RACF in this scenario.  That is, you can't use some "RACF Lite" thingie on 
VM that gets its services from z/OS.  You can piggyback on your z/OS guy's 
skills, but RACF on your z/VM system should be administered from z/VM. 
(Shared database is possible, but not recommended.)
