In the days of O/S 360, the even numbered releases were the bad ones. Was it perhaps because of the team alignments? We went from O/S MFT R15 to R17 and then to R21 and had very little trouble with any of them. On the other hand, the people I knew who installed R16 and R20 had all sorts of trouble. That was before the availability of VM.
