There are a couple of good (and free!) packages you can try:

1) CUA2001 from the IBM VM Download page (http://www.vm.ibm.com/download/packages/) Very nice form building CUA complaint 3270 panels, and well documented too. I think it actually uses Xedit under the covers to drive the screen.

2) RDM (Rexx Display Manager), developed by the University of Victoria. It can be used from other languages besides Rexx and it comes with a replacement DMS API interface. It can be found here:
http://uvvm.uvic.ca/~freeware/
