Your safest bet is probably to use VMARC format (see the IBM VM Download page), it's pretty much a standard on VM. That said, if you just get or put a RECFM V file, it will probably end up useless.
But... the record lengths are retained of you first use COPYFILE (or a Pipeline) to "PACK" the file. Then one can put and get the file as LRECL 1024, RECFM F,and user COPYFILE (or a Pipe) to unpack it with the output file being RECFM V and each record having its proper LRECL.
