As it turns out, the answer is over in IBM-MAIN:
1. Reduce the memory size to <= 512MB
2. Use only one CPU
3. TRACE IPTE RUN NOTERM

I don't know why setting a TRACE on IPTE would affect anything, but 
hey....whatever.  It's all magic.

[And as Timothy Sipples pointed out on IBM-MAIN, and I should have here as 
well, even if you play these games, you still owe license charges for 
OS/390 and any other chargable software on it, even when running on z/VM 
and even if it has been withdrawn from service.   Talk to your IBM rep or 
BP to work it out.]
