If you've got a mixed system on a z10 with 5.4, everything will run on the CPs 
and ignore the IFLs unless you have issued 
CP DEFINE CPU 0 TYPE IFL
on your Linux.

I didn't think anything 'needs' to run on IFLs -- it's that some things 
can't/shouldn't run under IFL's.  Anything can run on a CP..   but maybe I'm 
missing something (I usually am).
