Look at this command:
#CP FOR GCS3 CMD LINK GCS 191 191 RR
GCS3     : HCPFOR069I Command Complete.  CP return code = 8015.

One can now issue HELP HCP069I to learn nothing special:
 Explanation:  The CP command issued through the FOR command has completed
on
 the target virtual machine with the specified return code. The responses
 associated with the CP command precede this message.
Usually, not to say always, the CP return code is a message number, so: HELP
HCP8015E
 HCP8015E  The variations of this message are explained below.

 MESSAGES:
   o INVALID CARD FORMAT:
   o Invalid card format:
Not related to this command.  But indeed; no-one says it is an error, so
there might be an HCP8015I for example, but no, FILELIST HCP8015* * *
yields only the HCP8015E HELPMSG file.

Now, I think I know what happened: LINK wants a password in this case, and
if memory serves me well, one can turn on some bit in the DIAG 8 interface
to tell CP that when a password is required, no CP READ should follow, and
when a password is required, CP's returncode will tell wath password musyt
be prompted for: Read, Write, or Mullti.  Written to satisfy CMS FULSSCREEN
support.

Maybe a special note in the HELP for HCP069I would be appropriate.
