Yes, that is exactly so. You can use it for any purpose, production, test, or 
development, on as many instances as you like.

It *is* a winner, really. We run transactional production loads on on zLinux. 
:)  

By the way, it is easy to install and configure, especially under z/VM.  Google 
for the z/VM cookbooks. They are excellent
guides, and they provide a really good base to move forward and produce highly 
customized images from.
