I should have mentioned that I do the DUMP of the z/Linux packs on my
z/OS system using ICKDSF with this parameter (CPVOL).

DUMP CPVOL causes DDR to examine the allocation map on the volume (it
must 
have been formatted as CPVOLUME) and dump any PERM, PARM, or active 
directory space.  It is designed to be restored onto a volume that has 
been previously formatted by CPVOLUME (so that all unused cyls are 
properly formatted) unless the entire volume was PERM.

So if the volume contains only user data (all PERM), then I would just 
dump 0-end and avoid the two-step restore.
