Dynamic authorization for RSCS (RSCSAUTH server) was delivered with z/VM 5.3, so it's already here. There is/was a school of thought that says it shouldn't be TOO easy for someone to get more privileges; that there should be a ceremony of some sort that TPTB would notice.
