Hello Terry - we have that PTF loaded on z/VM 5.4.  If you look at the
modules affected, I hope you would see that it is not a 'dynamic loaded
module' but an update to a number of CP parts.  An IPL is needed to get that
new function (so yes, an outage will be required.)

I've played around with the command a little, but have not gotten very far
with it yet (time issue only)
