Thanks Alan. The error disappeared after I had the OSA CHPIDs
deactivated/activated at the HMC. I actually had both the Link and the
VSWITCH defined as layer2, so no further changes were needed.

That termination failure code is generated only by CP, not by the OSA,
and 
reflects the inability of the virtual NIC to switch to layer 2 or 3 as 
requested by the device driver, the request being in opposition to the 
IP/ETHERNET definition on the VSWITCH to which the NIC is coupled.

1.  Verify that the NIC is actually coupled to the VSWITCH you think it
is 
coupled to
2.  Verify that the coupled VSWITCH is ETHERNET
3.  Verify that your TCP/IP stack is of the same level as the ones that 
are working

If all else fails, open a PMR.
