New issue 762 by Caius.Chance: Prioritize hotkeys of input method cycling
above IBus toggling.

What steps will reproduce the problem?
1. Set same hotkey for input method cycling and IBus toggling (such as
Alt+Shift_L).
2. Press such hotkey when IBus is at focus out.
3. Observe the results.
What is the expected output? What do you see instead?
Expected:
IBus changes to focus in for first press, and it cycling among input methods
and focus out at the end of the list on the 2nd press and so on.
Instead:
IBus changes to focus in for the first press, and it only focus in and out
on
presses from then.
Please use labels and text to provide additional information.
I am thinking to make it similar to Windows, which IME is on by default and
add EN as one of the input methods (they only apply that to EN editions, we
could have EN added because English input is so compulsory to Linux users
in most cases.
Feel free to ask if clarification is needed.
