New issue 1149 by [email protected]: GNOME's keyboard option was overridden even though "Use the default keyboard option" is checked.

Input method name and version: ibus-anthy-1.2.4-4.fc14.x86_64
Python version: 2.7
dbus version: 1.4.0
dbus-python version: 0.83.0
gtk version (if bug is about gtk applications):

What steps will reproduce the problem?
1. Open "System > Preferences > Keyboard" menu.
2. Choose Layouts tab.
3. Click "Options..." button.
4. Change "Keyboard Layout Options".
For example, choose "Swap Otrl and CapsLock" from "Ctrl key position" tree.
5. Open "IBus Preferences" panel.
6. Choose "Advanced" tab and Click "jp" button of System Keyboard Layout.
7. Click "Options..." button.
8. Check to "Use the default keyboard option".

What is the expected output? What do you see instead?
I expected to be enabled the GNOME's keyboard option,
but it was overridden by IBus's preferences even though
I checked to "Use the default keyboard option".

Please provide any additional information below.
