I reproduced this problem. I'm using ibus-1.3.7-14.fc14.x86_64.
This problem was not appeared when the first logon since booting.
Logout once and logon again, the GNOME's keyboard option seems still
available,
but if I open some window even a terminal, the option is not available any
more.
