What steps will reproduce the problem?
1. First input method off
2. Switch to Chinese-Pinyin. Ok, it works.
3. Try to switch back to 'Input Method Off', does not work. Stays with
Pinyin.
4. Obliged to click 'Restart' to go back to input method off
