I have the same problem on Fedora 15 and 16. I solved it by executing:
sudo sed -i 's/(export )?\(\S*IM\)/export \1/'
/etc/X11/xinit/xinput.d/ibus.conf
Replace "ibus" with * to modify all the other input methods. Log out and
back in for changes to take effect.
