I got your problem.
I'm interested in that mono layout 'ru' and the layout 'ru' in group
layout 'en,ru' are different.
Probably I think it's good to provide an xkb engine for the default layout
but need to think how to implement it.
It's good for you to file a new bug since this bug is the use-system-layout
property and it will effect input method engines instead of xkb engines.
