/usr/libexec/ibus-ui-gtk3 does not exit even though notification area does
not exist on the desktop so you can switch ibus engines with Ctrl+space and
the IME switcher GUI can be shown on the old desktop.
There is no menu of ibus-ui-gtk3 if notification area is not available.
However ibus provides the command line utility.
ibus restart
ibus exit
And ibus-setup can be launched directly.
I'm closing this issue for the old desktops.
