Not for Debian.
So in old days, minimal Debian system was C only.

OK, your request sounds good.

On system without C.UTF-8, simple C may break things, I guess.  That
kind of concern was the driver to have C.UTF-8.

I meant C.UTF-8 would not exist in non-linux.
And probably all iso-codes and ibus engines would not deliver .mo files in C.UTF-8 locales but en_US.UTF-8.

I'm thinking a little changes:
1. en_US.UTF-8 is checked prior to C.UTF-8.
2. C would be better than C.UTF-8 in GNU gettext.
