Depending on where in the US you live or the boat lives, a biocide may help.
I'm in Louisville KY and never use one, just stabilizer.

Suggest you pump out the tank at least until you get clean fuel coming out
of the pump.

Your tank probably has algae in it. This can cause numerous problems,
including  plugged filters and poor running engine. The black stuff in the
bowl of your fuel separator is algae. You need to be using a good
microbiocide  at every fill up to kill it and keep it from coming back.

I have an '82 c27 with the universal 11hp.  I find when my fuel tank is less
that half full I get water or something in the line and the engine quits. I
have a fuel strainer installed in the line so it is easy to clear the water
and pump up the pressure, but I still have to bleed the air out of the line.
If I don't bleed the air I get symptoms similar to yours.
