michael,

in the words of Fred from Scooby Doo, "sounds like you have a mystery on your 
hands". as for the exhaust port underwater, yes i believe this is normal as 
mine is underwater when ever i'm under sail or power. as for the "white" 
emissions i would look to steam as the answer rather than diesel smoke which 
has a bluish cast to it. good luck!
