When I was working for a boat builder, we painted the under side of our floor boards as well as any “raw” fiberglass (such as the bilges, engine “room” and lockers) with a quality oil based exterior house paint. Cheap and it works.
Above that, you can coat it with a thinned epoxy. For a small piece of ply, you might check with one of the local boatyards (Svendsens, Berkeley, KMI, Richmond) - they might have a leftover they'll sell you. Otherwise, try MacBeath in Berkeley.
