Sounds like your yard is trying to drum up some business.  My yard did 
it without dropping the rudder.  I have wheel steering and pulling that all out 
is a PITA.  An outfit called "StrutPro" sells a puller, but if you are very 
handy, you could make one.

The boat yard is going to install a new cutless bearing. They tell me that they 
may have to lower the rudder to remove the shaft so they can get at the 
bearing. The bearing puller will not fit between the shaft and the hull. Has 
this been a problem for anyone else or is this something with which that I have
