A very good-old-friend - sailor has a technique that he says works.  
Disclaimer: I haven't tried it.
 
He says that the way to do it is to get some PVC tubing with an ID the same 
 as the OD of the prop shaft. Cut lengths of 1/2, 1, 1.5, 2, etc. Slit the  
lengths in half. Put the shortest pieces around the prop shaft and against 
one  end of the cutlass bearing. Push on it by using two c-clamps, one 
against each  piece of PVC tubing and against the cutlass housing. Repeat 
successively with  longer and longer pieces of the PVC tubing, until the 
bearing is 
out. Reverse  the process to put the new bearing in. 
 
I vaguely remember, but won't swear to it, that one can also put the new  
bearing in the freezer to shrink the OD before pushing it into the housing is 
 involved.
 
I've never tried it, but the guy is an old master plumber with lots of good 
 tricks.
