Many sailors/boaters bash the Coasties, not me, I love 'em. They saved my butt once and could have written me a whole sheaf of citations in the process.but that's another story.
As I understand it, they are the only federal agency that doesn't need authorization/orders to act. If they see something that need doing they just "do it", as was the case during Katrina. There are many, many people in New Orleans (2 I know personally) that owe their lives to the Coasties. They are the only fed agency I'd be willing to pay more taxes for if I knew it was going to them.
