I added 6 new keel bolts and left the original ones in place because it was too 
difficult to remove the rusted ones.

Are you also working on the bilge floor and subfloor.
 
On my 1978, I found there was water under the fiberglass floor of the 
bilge. I found numerous cracks in the fiberglass, that showed up when I heated 
the fiberglass a bit. So, I'm now in the process of removing the fiberglass and 
drying out the plywood subfloor, etc. The guess is that the problem arises due 
to the age of the boat and multiple freezing and thawings of the water that 
gets 
left in the bilge over the many years.

You might want to put new threads on the keelbolts, and then use the 
appropriate nuts.
