Gary, your starting offer will not be out of line, but expect to pay more than $4k. We live outside Athens and sail a 1985 standard rig C27 on Clarks Hill Lake we bought last June for $6500. She had an old outboard motor we've since replaced and we'll pull her for a new bottom this fall as she has a few blisters. We were lucky, as the sailing club where we bought her (and are members) had several people who knew her past and past care. We believe we paid a fair price.
I would tell you to talk to Lanier Liquidators, and look online to see what other boats in the area are being auctioned off by the sheriff for failure to pay slip fees. There are so many boats on Lanier for sale right now you should be able to get a heck of a deal. I worry about the split teak on the transom block sides. Is it cosmetic? structural? Does the transom stick, or slide easily? We really do get some strong (25k+) winds here, even though we're inland! I'd hate to see your main ripped from the deck. Happy sailing!
