My rudder post has a bronze packing gland that is glassed into the top of  
the rudder tube housing. Several years ago it did come loose from glass and 
I  had to pull the gland assembly out and rough it up on the OD and re-bed 
it back  into the fiberglass using west system epoxy thickened with balloons. 
I did  remove the old packing and replace it as well. All this was done one 
spring  while stored dry in the yard. I did all of this because I was 
trying to  eliminate various possible sources of water that used to accumulate 
in 
my  bilge.
 
 
 By the way, I have wheel steering which doesn't really change much  
regarding the rudder post details. It's basically identical to the  tiller 
steering setup except that there is a large sector sheave on the rudder  post 
below 
the deck.
