Ahoy Seaspaniel -
Our C27 has a piece of 3/4" plywood bolted through the transom to back up our outboard bracket (we have a 1975 C27 that had an Atomic 4 which was not usable). According to our marina, a stainless steel plate would be better - we are going to replace our backer piece of plywood with a much larger one to spread the pressure out over a larger area of transom. In your case, I'd go with the steel after picking a marine mechanics' brains for advice. Good luck!
