I found the 2007 FIPO rules and it says that if* horses are shod, 
all four feet should be shod, so I guess you can go barefoot in a 
show. The rules state the maximum thickness of a shoe but nothings 
about differences from front to back, the maximum is 10mm.

The breeding rules, FIZO, allow a slight difference of 2 mm between 
front and back shoes. They also allow a difference between front and 
back hooves of 2cm, I guess depend on how exactly this was done, it 
might be natural, and it might not be. It says the hoof must be 
natural, and gives an overall length, but I can't find where it says 
how long the hoof wall can extend past the sole. These rules from 
2006 say the horse must be shod.
