a horse coming directly from Iceland usually don't need to be quarantined as there are no infectiuos horse diseases in Iceland. If you quarantine them, then to prevent them from being infected from the resident horses ;-). the problem might be, that they have to stay in quarantine stables, where horses from other countries are stabled as well.
