My stalls are solid on the bottom, too. So, my fans are chest high on
the big horses and neck high on Star. That worked for the TWH (her
name is Star, also, but she's not *my* Star... confusing).

Yes, it is the lesser of the evils. I found the cheapest place to get
the Flygone 7000 was KV Vet and we used a gallon a month for the TWH,
applying approx 2oz 2x a day.

I think (hope would be more like it), if you're vigilant about care
and don't let the horse get bad then keeping them healthy is much
easier than treating the horse wants it's a scabby mess!
