The length of his foot alone could cause pain, but the hoof itself looks ok.

It's pretty impossible to tell founder from a photo. Sometimes theres a 
distinct area where the top of the hoof under the coronet band is growing in 
straight and there's a bump or bend where the hoof below that flares out 
from damage.  You can also look at the bottom of the hoof and see if the 
white line is really wide, but if this horse came from an auction, he may 
have been sent there for a reason!

I would have a vet check and if they really suspect laminitis, I'd get front 
foot x-rays. That said, a lot of laminitis has been turned around quite well 
with a natural barefoot trim, but then if they are insulin resistant, that 
requires more care.

He's a cute horse, I really like leopard appys.
