There was a palomino stallion by the name of Siggi, I think, who was a pace 
racer, at 11.3 hands.

This is from the standard:

"The ideal size lies between 130 and 135 cm/12.3-13.1 hands measured with a 
rigid stick measured at the highest point of the withers"

I do think that they are being bred larger now.  The genetic warnings from 
Dr. Grandin should be taken into consideration.  If one trait is being bred 
for, other traits may be inadvertently negatively affected.
