According to Wikipedia (so take it with a big grain of salt, although I
love the Wiki), an Icy could be a Pinto, but to be a registered Paint,
it would need to have Thorougbred, Paint or Quarter Horse bloodlines.

It seems to be white legs, white skin, white over hips and up onto neck.
Rounded paint patterns.

It looks like the color doesn't matter; any color combo, but the white
part and how it's distributed is the determining factor.
