no, that can happen.  those are fraternal twins, starting with two
different eggs.  they may or may not have had the same father -- "black"
and "white" are only skin-deep, and a pair of full sibs can have very
different complexions.  or they may have had different fathers, in which
case they would be twins but only half-sibs.  (this is often the case in
animals that bear larger litters than the typical human singleton, such
as cats and dogs.)
