Yes, I think pacey-ness can be derived from two different things.

Ljufur was a pacey horse.  But he was loose pacey.

I think that was because of his musculature.

And maybe a combination of his neural wiring.

But if he gathered himself together under a rider, he would have nice smooth 
easy gaits.  (not from pulling on the reins, which is a mechanical aid)

His pacey-ness was different than the horses who are too tight either from 
tenseness or injury or tight musculature.
