Yup - could be. My daughter , who is the quietest of riders, bought an older Arab that has a history of being very volatile, including bucking every time a rider mounted. Obviously, he wasn't doing this for her or she would not have completed the purchase.
She said she "got after him" one day recently for spooking ar a tiny roll of woven wire that had fallen away from the tree it was protecting. Smoke must have thought he had gone back in time. He had rather a nasty reaction to being disciplined. He simply does better with a gentle spirit in the saddle. Nancy
