IMO - short for in my opinion. Yes he has a short back so that would indicate to me, that when the saddle has to be set so far forward that the saddle is too long for him. It is often the biggest problems that I see with many western saddles on Icelandics. This is a treeless saddle?? If it is then the tree points won't dig into the shoulder but I would be shimming this saddle up in the shoulder area as the way it looked in the photo it would seem that when the weight of the rider is on that it will sit slightly downhill.
