I think a good way to change a horse's perception of the whip (if it's negative), is with clicker training. The whip can be used as a target... he will learn that, by touching it, he gets a treat! He can learn to love the whip pretty quick! I just did a little clicker training session with the little pinto. It's not very good, as I was concentrating on keeping my balance standing up (recent broken leg), so my timing was a little off, but I can post it, if you'd like to see it.
