She's been thru a lot of changes, and also some trauma, but I think you can help get her better. You might suggest to the owner to spend some time with her, letting her graze on the lawn, or do some TTouches on her, or even try some clicker training. One thing that is noticeable to people who are looking for me, is the dull eye... depressed horses often have a dull eye. A horse with a twinkle in his eye is pretty happy.
