I think it can, but not necessarily.

Short necked horses can run walk, but the run walk of the TWH with a neck 
that is balanced (I don't want to say "long" because then it might be 
thought to mean that longer is better, but that's not true), is nice.  It 
allows everything to work smoothly with a long reach from behind, with ease.
