Hi Phil:

I'm at work right now, otherwise I'd check for myself.  But was there
a rule about using nosebands and shanked bits?  Wasn't there a rule
against that?

Seems to me nosebands at a show level should be almost non-existent,
but we even see cavessons really really tight.  A horse at that level
should be fairly 'finished'.....in my opinion.
