I think that it is a HUGE toy breed issue - and I think the human side has a lot to do with it.. If a Great Dane puppy piddles on the floor - the person is going to be very, very motivated to housetrain that pup. If a crested piddles - who notices? ;-) The little guys also have to "go" very frequently (smaller storage capacity) so people really, really need to be taking them outside very often - and be watching very closely - the rewards are most effective if done at the time of the activity and sometimes it can be tough to tell when a short legged dog is pausing for a moment vs peeing for a moment. People tend to ... um ... indulge the little guys more, too. Little dogs' training in general tends to be very lax in general, while larger dogs tend to get more training. Little dogs tend to be very glued to their owners and reluctant to go outside without a person and they don't like it if the weather isn't pefectly suitable. I spend way too much time discussing potty training, obviously! Anyhow - I bet there are IGs that are housetrained and I have even met a pug once that was housetrained (his owner was very, very proud), so I think it is possible, however unlikely.
