panels even though many people are using them without problem.

Living with risk is something each of us has to address individually, based
on the lesser of the evils presented to us at any given moment. I'm sure
there is a way for a horse to be injured with about any kind of fence or
gate...but there are certain established standards for stall safety that are
in place for good reason. One of those "established standards" is a minimum
for gaps between stall bars, so that horses won't get a hoof/leg stuck.

You can truthfully say that MOST people who don't ride without helmets don't
get major head injuries, and MOST horses who live inside barbed wire
pastures don't get life-threatening injuries from them. Probably MOST
horses don't get rabies vaccines, and MOST don't die from rabies. But, at
some point, you have to go with the odds that are suitable for your own
comfort level. I choose to avoid pipe corrals for my smallest enclosures, I
vaccinate my horses, especially for rabies, I always wear a helmet, and I'll
never install a barbed wire fence. That's MY comfort level.
