Yes horses definitely fluff up the colder it is. I do think it is the insulating factor. Means people in cold climates really have to feel their horses sides because they look really fat and be quite thin. I have bought a few foals that had not been fed well and they had really long hair - but were really thin underneath. I also find that there are two main types of coats with Icelandics regardless of where they live. Some grow a long coat and some have shorter but a really dense coat.
